This inane French proverb isn't too hard to understand. You might as well say it's bad luck to light a match in a firework factory. Anyone with a modicum of smarts knows that nearly all cats hate water. Therefore, if you're foolish enough to try to carry a cat across a large body of the stuff you'd better be prepared for some serious lacerations.
